Thlacheu Vanlalruatfela struck the winners for India in 18th minute of the match when he received a chip inside the box and raced past the advancing goalkeeper before he turned back to dodge a defender and fire the ball home in the left corner.
Nepal got their best chance for an equaliser in the added time of the second half, but Roshan Thapa shot wide after a free of Pradip Lamsal found him unmarked.
The two teams came into the play off after losing their respective semi-final matches on Thursday.
India lost to Bangladesh 4-2 in the penalty shootout before Pakistan thumped Nepal 4-0 in the other semi-final.
The final between Bangladesh and Pakistan will also be held on Saturday, November 3, 2018 with the match scheduled at 2:30pm local time.
